Brussels, 20 May 2015 - Middle East Diplomatic (MED) - 29 journalists are in prison in Europe, 21 of them are in Turkey, 7 in Azerbaijan, 1 in Russia. All over the world, 48 journalists have been killed in the first five months of 2015 while 118 lost their life in 2014. The statistics have been announced last Tuesday in a meeting organised by International Press Association (API/IPA) and Journalists@YourService.

During the meeting the Secretary General of Council of Europe Thorbjørn Jagland, Anthony Bellanger, deputy Secretary general of the International Federation of journalists (FIJ) and Ricardo Gutiérrez, Secretary general of the European Federation of Journalists, William Horsley, Association of European Journalists and David Diaz-Jogeix, from Article 19 discussed the freedom of expression and information, the dangerous working conditions of journalists also in several European countries today, as well as the economic difficulties in the media.  The ambassador of the Council of Europe to the EU, Norwegian veteran diplomat Torbjørn Frøysnes also participated in the meeting.

The speakers also commented the first results of the recently established internet platform to reinforce the protection of journalism and the security of journalists, which is supported by IFJ, EFJ, AEJ, Reporters Without Borders and Article 19. The platform functions on the basis of alerts about journalists under threat and has already gathered 39 alerts in two months. The most serious journalists rights violations have been registered in Turkey (12 cases), Azerbaijan (7 cases), Russia (6 cases) and Ukraine (5 cases).

The international and the European journalist organisations appreciate the initiative and support of CoE Secretary General Thorbjørn Jagland.

Anthony Bellanger (IFJ), William Horsley (AEJ), Thorbjørn Jagland (CoE) and Ricardo Gutiérrez (EFJ) speaking in a press conference to assess the impact of the online platform since its launch six weeks ago.

The International Federation of Journalists (IFJ) and the European Federation of Journalists (EFJ) have welcomed the steadfast commitment of Secretary General of the Council of Europe (CoE) Thorbjørn Jagland to protect journalism and the safety of journalists in the 47 member states of the CoE with the launch of an online platform to monitor media violations.

Prior to the press conference on the CoE platform to strengthen the protection of journalism and journalists’ safety on Tuesday 19 May, Jagland participated in a meeting at the headquarters of the IFJ and the EFJ in Brussels withother partners (Reporter Without Borders – RSF, Article 19, Association of European Journalists -AEJ).

Speaking in the conference, Jagland highlighted the new threat of mass surveillance in the CoE zone. In the past six weeks since the launch of the online platform, the IFJ and the EFJ have submitted 39 cases of media violations. The cases submitted concern violations of journalists’ rights in Turkey (12 cases), Azerbaijan (7 cases), Russia (6 cases) and Ukraine (5 cases), France (3 cases), Spain (2 cases), Macedonia (2 cases), Slovenia (1 case) and Luxembourg (1 case).

Jagland said, “I am pleased to see some governments, such as France, Denmark or Slovenia, responding to alerts posted on the Platform. It is time now to go beyond that and to establish a dialogue, where possible, in order to improve the situation of journalists on the ground. We all agree: words must lead to action!”

Anthony Bellanger, IFJ Deputy General Secretary of the IFJ said,“In Europe, journalists are facing double jeopardy. They are paying the price of economic crisis in the media for years, especially young journalists. They are often the victims of intimidation, physical violence or even imprisonment. Their only crime is to have fulfilled their mission to inform the public as journalists. The IFJ signed the Memorandum of Understanding in Paris in December for launching the online platform. It is a first response because it directly challenges governments and politicians. Some states have already responded. We welcome this. But what about the others? What are the tools that the CoE proposes today to ensure an efficient follow-up of the cases submitted online?”

Ricardo Gutiérrez, the EFJ General Secretary reminded that 29 journalists remain behind bars in Europe (21 in Turkey, 7 in Azerbaijan and 1 in Russia). Gutiérrez said, “Apart from these serious cases, there are many situations where journalists are no longer able to perform their work due to the deteriorating working conditions. There is no press freedom without decent working conditions for journalists.

“This issue must also be addressed. We will continue to submit to the platform cases related with precarious working conditions of journalists and the concentration of media ownership to raise awareness of the many restrictions facing journalists. These restrictions have serious impact on journalists and journalism. It hampers the independence of journalists and their ability to perform their roles as watchdogs in our society.”
